Decommissioning & P&A
Smarter decommissioning, from planning and engineering to vessel-based P&A and offshore execution.
Decommissioning offshore infrastructure means balancing cost and risk, managing complex interfaces and maintaining regulatory and environmental compliance.
Ross Offshore supports decommissioning from late-life strategy and engineering through vessel-based P&A, wellhead severance, subsea infrastructure removal and offshore execution. Our approach focuses on reducing operational complexity and cost exposure while maintaining safe, controlled and auditable project delivery.
Vessel-based decommissioning provides a flexible alternative to traditional rig-based execution, reducing mobilisation requirements and enabling more efficient vessel utilisation across multiple scopes. It also supports industry cost-reduction ambitions reflected in the NSTA Wellhead Severance Charter, signed in August 2026 by 17 operators, which keeps rigs for the plugging phases and promotes vessel-based AB3 wellhead severance as the final step.
Combining almost 30 years of North Sea operations heritage with the technical advisory, well engineering, design and marine assurance expertise of our sister companies across Aqualis, Ross Offshore delivers a coordinated single-contact delivery model for smarter decommissioning.

One partner for complete decommissioning delivery.
01Vessel-based P&A
Ross Offshore delivers vessel-based subsea P&A from engineering and planning through offshore execution and close-out. Fit-for-purpose WROVs and specialist tooling partners support plug installation, casing perforation, annulus cementing, conductor cutting, verification and wellhead retrieval. Our flexible approach supports single- and multi-well scopes, reducing logistics complexity, offshore exposure and seabed impact while improving mobilisation efficiency, operational control and cost performance.
02Conductor and wellhead severance
Ross Offshore delivers vessel-based conductor and wellhead severance using a range of proven offshore cutting technologies.
Our modular cutting solutions support precise conductor and multi-string casing severance across diverse subsea and platform well configurations. Mechanical cutting, abrasive water-jet and diamond-wire technologies are selected according to well configuration, seabed conditions, access constraints and commercial drivers, providing a scope-specific solution while enabling efficient transition between severance, IMR and wider subsea decommissioning activities.
Working with multiple cutting technology providers allows us to engineer each severance scope independently and select the most appropriate method.

Why Ross Offshore
Ross Offshore has delivered marine operations for clients across the UK and Norwegian continental shelf for almost 30 years.
Coordinated delivery across subsea decommissioning.
Proven offshore experience built in one of the world’s most demanding operating environments.
Fit-for-purpose vessels, WROVs, tooling and technologies selected around each project rather than a fixed fleet or solution.
Flexible single- and multi-well execution designed to reduce vessel mobilisation, logistics complexity and offshore exposure.
Technology-independent severance solutions. Access to multiple cutting technologies enables the right solution to be selected for each well and operating environment.
Modular execution enables transition between severance, IMR and wider subsea scopes, reducing offshore time and maximising vessel utilisation.
Proven on the Norwegian shelf: ten vessel-based wellhead severance operations since 2022, and prequalified with UKCS operators for decommissioning.
